The first and foremost step is to educate general public what they should to use the water sparingly and avoid wastage that normally occurs toilet, kitchen and backyards of houses. They should be told to shut-off the faucet  while brushing teeth, repair any leaking fixture in time and use latest irrigation technology for watering the garden in the backyard. The governments around the world should also take proper steps to make sure that the agencies responsible for maintenance of water supply systems should employ latest equipment for detecting leakages and repair in the shortest possible time. Laws may be formulated to restrict the use of underground water which is depleting fast due to unrestricted pumping. Billions of gallons of potable/raw water is used all over the water to irrigate golf courses. This can be minimized by reducing grass areas or converting major part of it to ground cover plants  because their water requirement is one-third that of grass.
