There is much more to this issue than than this writer's article comprehends. Where is it written that it is the federal government rather than the US States who should be responsible for their citizens' community well being? There are also other water and wastewater federal support programs i.e. USEPA's State revolving fund. There are also less expensive ways to provide drinking water apart from water centrally treated to meet all drinking water standards. It is important that it be microbiologically safe, but there are technologies which can effectively and economically control other contaminants in the home. They are called point of use systems. There have been numerous projects demonstrating that, but most states do not like to allow that because they erroneously say that it would increase their oversight work loads. So, they are more concerned about the well being of their bureaucracy rather than their citizens.
