The Member of Parliament for the area Shawn Edward says the signing is a "moment of vindication"for his people, who will finally have access to clean water and a reliable supply of the precious resource.

"We have had instances where schools have had to be closed because of an inadequate supply of water. The toilets cannot be serviced and children have to be sent home, resulting in the loss of instruction time …there are communities in the Mabouya Valley where people go for months without water in their taps. People have constructed homes worth more than $250,000 and they've never seen running water in those homes," he said.

The government of Saint Lucia is contributing US$375,000 towards the ‘Dennery Water Supply Redevelopment Project' planning phase, while the Government of Mexico is providing US$5 million in grant funding.

The Director General of the Mesoamerican Development Project Jesus Giacoman Zapata says the Government of Mexico is pleased to be part of such an important development project.

"Mexico's development cooperation efforts are dedicated mostly to Latin America and the Caribbean. Around 90% of our cooperation goes to these countries. For many years, the Region has constituted a significant unit as such in the international system, created an environment suitable for cross border cooperation," he said.

Saint Lucia's Prime Minister says the ceremony signals a new relationship with the Government of Mexico.

The infrastructure fund of Mesoamerica and Caribbean countries is a new facility and Saint Lucia is the first Caribbeanisland to receive this level of grant financing from the fund.

Representatives of both governments say the goal is to ensure that the residents finally have access to a consistent supply of clean water.
