Urban Planners need to be engaged at concept stage. Presently there are to few educated in facilities management, to ensure reasonable consideration of the problems that can arise through ignoring the impact of any proposed development program. Environmental assessments tend to focus less on water  than other environmental impacts, LEED is a good example. More points at no cost for a cycle rack than any water management. As you say a lot of stake holders need to be engaged at concept - water should not be an after thought. I am biased as a Hydraulics/Hydrology Engineer. Research is absolute paramount to move realistic changes.
