I agree water should be managed. But certainly not in a million years by any level of government. Australia has created their own drought. Instead of getting the government out of the way they develop programs and laws that reinforce their past efforts at creating the current drought. If you want to end the drought start by assisting individual home owners to collect rain water, biodegrade and reuse, grey water, biodegrade and purify black water,(human waste). All of this water can be reused and pumped back into the roof top water reservoir or a 10,000 gl. cistern on the property. Any biosolids can be used for compost. Home garden. Build up soil fertility. Carbon sequestration. Hold moisture. change the local weather patterns back to their former condition. All of these technologies are currently available. ( "The Dry Facts", needs an addendum.)
