But for this capital asset to be used for the right of every human being, the regulations, laws and international and treaties governing the use of the water, be it transboundary or otherwise, themselves must be centered on a just principle, which is why we are seeing conflicts today , as some existing treaties are based on justice.

What principles? If a water is vital resource what a justice could be proposed for transboundary conflict around river discharge?
