The well recognized principal instrument for accelerated food production is through strengthening seed research, production and supply systems, i.e. supply of good quality seeds of proven genetic material, possessing high inherent yield potential and value-added traits. This is possible only through strong, vibrant and viable seed production and supply systems. National seed policies should, therefore, be oriented to develop sustainable seed systems considering the prevailing socio-economic conditions of the agricultural sector’s development in each country. The focus should be on user-farmers. Seed policies, although country specific, should also focus on the development of the region as a whole and its variable farming communities. Such policies should be frequently reviewed and updated in the light of changing conditions.
