Water Scarcity in India

First the Governments allowed sowing of high water consuming crops like sugarcane and rice, in the water deficit areas. Now they are sending water by trains to water scarcity areas.
Governments are very good and funny. First they adopt policies to deteriorate the situation and then they go for remedial measures. First the Governments allowed sowing of high water consuming crops like sugarcane and rice, in the water deficit areas, allowing to extract ground water from deep bore wells for high water consuming crops, thus allowing ground water level to go many hundred feet below ground level and creating famine like situation.
Now are sending water by trains to water scarcity areas. Saudi Arabia government has banned to grow high water consuming crops in that country to save water for other purposes. Do the governments in India has such a courage or will continue to shed crocodile tears for water scarcity.
Will the politicians, rich people and other persons with honors like Bharat Ratna bestowed upon them by the governments, will like to come forward and will start to save water themselves and start to encourage others to save water. Or they will only use these awards only to obtain tax rebate and other facilities from the government for their personal benefit?
