This is not a very significant practice and probably not worth the hype, However, using recycled water is generally a good thing, if it makes economic and environmental sense. That treated wastewater would not be lost if discharged, it would just go down the river to the ocean and come back as rainfall. Of course for concrete it is essential that whatever is left in the water would not adversely affect the properties of the concrete. Maybe not worth the risk.
