As a long time resident of the Houston, Texas USA metropolitan area, I have seen my fair share of Mother Nature's flooding events including tropical hurricanes/storms Allison, Rita, Ike and most recently Harvey.  One of the more interesting issues from Harvey in particular was the search and rescue response on the part of average citizens as well as government agencies.  We saw this from the perspective of a number of independent "actors" working in loose collaboration.  As a result, we are currently working with local SARS groups to adapt our Independent Contractor Collaboration SaaS cloud based mobility platform to enable Volunteer Collaboration.  The core software tool can be found at www.OARS360.com If anyone is interested in additional information on this life saving approach to recovery from floods and other natural disasters please do not hesitate to contact me sshemwell@therrinstitute.com  I echo Brian Braginton-Smith's earlier comments
