A lot of the problems with the shortage of potable water is that many companies who use water take it from the water supply or from other clean water sources rather than clean what they have used and re-use it. They do this because they take a short term view and percieve that it is cheaper also they have no capital outlay. The truth is with the correct choice of water cleaning equipment, over it's effective life time, it will save them a considerable amount of money. It is up to governments to enact and enforce legislation (hitting them really hard with fines and even threatening to close them down) on the re-use of water and not kowtow to the companies.
