On externalizing the water footprint

"Many countries have significantly externalized their water footprint, importing water-intensive goods from elsewhere. This puts pressure on the water resources in the exporting regions, where too often mechanisms for wise water governance and conservation are lacking."

I think that the consumption of the water in an intensive way is not problems. quite to the contrary more one consumes water in and for the domestic daily needs and more Biological pollution (if it is biological for it) is diluted. Water dissolves the organic pollution which it transforms into diffuse pollution that the plants absorb. the loop is even closed of it.
