DEFINITION
 
Under general direction, coordinates all internal and external communications efforts for the Water Resources Division including the development and production of communications about the Division and its programs and services; researches, gathers, and interprets data; conducts and participates in a variety of community outreach activities and public education programs; develops appropriate communications methods and materials; and performs other duties as assigned.
 
DISTINGUISHING CHARACTERISTICS
 
This classification works under general direction and performs routine to difficult professional level work to support the communications needs of the Water Resources Division including the development and implementation of efforts for community outreach and to meet permit-required outreach requirements.  This classification is distinguished from the Management Analyst classification which is responsible for a wide variety of analytical and professional administrative assignments which include serving as a program supervisor and preparing and administering one or more program budgets.
 
SUPERVISION RECEIVED
 
General direction is provided by the Water Resources Division Manager.
 
SUPERVISION EXERCISED
 
Provides lead direction to administrative support staff and/or temporary employees. 

 

Examples of Important and Essential Functions: 

Communication Functions
Coordinates water resources related communication activities and requirements for water resources programs such as water, wastewater, recycled water, stormwater, and other programs; ensures and maintains that all permit requirement outreach efforts are met; plans and strategizes the dissemination of  information in an effective and positive manner; coordinates with local media for coverage and publication of information, activities, and events and facilitates interface with appropriate contacts; represents the City by participating in a variety of community outreach activities, community organizations, industry specific committees, and special interest groups; conducts public presentations and educates the public regarding mandated requirements; serves as a facilitator at meetings, task forces, and committees as needed; assists in designing programs to enhance the division's image; assists in the selection of consultants and monitors contracts related to assignments; and keeps current of technological advances that can enhance research and outreach efforts.
 
Administrative Functions
Develops, writes, edits, designs, and produces press releases, presentations, videos, brochures, fact sheets, newsletters, public service announcements, customer communications, web pages, and a variety of documents to disseminate information and create public awareness; prepares artwork, documents, and presentations for special events and for a variety of audiences, including materials in multiple languages; conducts data collection, research, and analysis; prepares written and verbal reports; coordinates the publication and distribution of printed materials with outside vendors; maintains and prepares administrative records, reports, and spreadsheets, including reports to federal, state and local agencies; responds to inquiries; assists program supervisors and managers with administrative tasks and special reports; prepares Requests for Proposal or Qualification to secure special services and products related to assigned area; plans and promotes special events; operates modern office equipment; and provides lead direction to administrative support staff or volunteers, including assigning work and checking work in progress.

Principles, practices, and techniques of marketing and promotional strategies; standard and accepted methods of writing and preparing informational materials and disseminating through various media including the press, radio, television, social media, and other media sources; research techniques, statistical methods, and report writing; principles, practices and techniques of assigned programmatic area of responsibility; principles of community and public relations; budgetary systems and procedures; statistics and quantitative analytical techniques; training and education techniques; supervisory principles and practices; applicable laws, codes, ordinances, rules, and regulations; modern office practices and procedures; proper English usage, spelling, grammar, punctuation and demonstrated proficiency; effective communication techniques; operation of modern office equipment; and personal computer operating systems and graphic design software applications.

Learn, interpret, and apply City, department, and division rules, regulations, ordinances, policies, and practices; and effectively apply the required knowledge and skills in the daily performance of assigned duties.
 


Experience, Education, and Training Guidelines
Any combination of experience, education, and training that would provide the best qualified candidates.  A typical way to obtain the knowledge, skills, and abilities would be:
 

Experience: 

Two years of progressively responsible administrative program experience with emphasis on public speaking, public relations and/or public community outreach functions, including conducting research, report writing, and extensive public contact.  Public agency experience, particularly related to water resources communication support, is highly desirable.
 
Education:  

Bachelor's degree from an accredited college or university with major coursework in public relations, marketing, business administration, public administration, journalism, English, communications, or a related field. 
 
License: 

Possession of a valid California Class C Driver's License and a satisfactory driving record as determined by the City.
 
Other Requirements: 

Willingness and ability to work such hours as are necessary to accomplish the job requirements; and attend meetings, events, workshops, and seminars during work and non-work hours. 
 
Special Requirements: 

Essential duties require the mental and/or physical ability to work in a standard office environment; read fine print and computer monitors; operate a computer; converse by telephone, in person, and to large groups and be clearly understood; drive a vehicle and attend off site meetings at various locations; and strength to safely lift and maneuver office supplies and equipment weighing up to 30 pounds.
