COD&BOD Removal

I have MBR based wastewater treatment plant with good mlss and mlvss with 4 hours retention time but BOD & COD is not removed more than 60%, Can somone help me on this. What should I have to do for better result.(Capacity 1ML/D, 1.5 ML/D)

how much is the feed COD and BOD level? industrial waste or domestic?

BOD - Bio-chemical Oxygen ...

BOD - Bio-chemical Oxygen demand, oxygen demand created by biological source

COD - Oxygen demand created by chemical source

Kindly check the exchange of air inside the aeration tank, air diffusion from grid or diffuser to be check. 

Trouble Shooting protocol:

In operation, activate working blower and stand by blower at same time for retention time. If BOD and COD obtained, air diffusion system to be cross check.
