Creating Animations Using ArcGIS

I have found that explaining the impact of natural disasters like flooding and earthquakes to communities especially in developing countries is very problematic. For example explaining to communities that they should not build houses in flood zones etc.
If one can give a visual demonstration of what happens when a flood occurs the message tends to get through.
