Increasing water use efficiency in irrigated agriculture

I have worked for irrigated agriculture while working in Irrigation Management and Training Institute Kota Rajasthan. I worked as Research officer for Action research Programme of United States Agency for International Development. To educate the farmers for better water use efficiency I prepared an article titled " Disadvantages of providing excess irrigation to crops" in English language. Then translated it in Hindi language. Due to unforeseen reasons English version is not available and I am attaching herewith this article in Hindi Language. If some one can help me to translate it in English for wider use, I shall be grateful. Essence of article is that slogan of more water and more production is true only for Rice and sugarcane crops, but not for all other crops. Excess water than the requirement will reduce crop production. Before giving next irrigation, soil moisture content must be measured properly. Hope the peers will correct me, where I am wrong and will help in spreading the message of increasing water use efficiency in irrigated agriculture.
