The Infrastructure Leakage Index is widely used internationally to compare leakage levels in different countries. Some regulators are considering using it to compare the effectiveness of the leakage management operation of water undertakings. Is ILI the right tool to make this comparison? Is it too complex, or is it not complicated enough?
