Is there an alternative for Leach Pit toilets in shallow groundwater areas?

Leach Pit Toilets have come to stay as a cost effective, sustainable and environment friendly technology in areas where the water tables are deep. Is there a similar cost effective model for coastal areas, river bed areas and other areas where groundwater is available at shallow depths which has been tested and ready for scaling up?
