Managing Wastewater during emergencies

Hello Everyone
I would like to hear your thoughts about how to manage the wastewater in Sewage treatment plants (STPs) in case of emergencies. Taking into consideration that the inflow of wastewater usually continues 24/7 with high and low peak periods, and also mega treatment capacity plant (more than 50k m3/d). How do you evaluate discharging the wastewater to the sea through a sea outfall pipeline of more than 20 m deep?
