Arjen Hoekstra proposes three principles of wise water use and allocation:

(1) governments need to agree on water footprint caps for all river basins in the world, in order to ensure sustainable water use within each basin

(2) water footprint benchmarks for the most important water-intensive products need to be established

(3) equitable water use across communities needs to be established
