Has any one used the concept of virtual water as a strategy to promote the water conservation ?I am looking for case study or example for it.

There are some interesting papers produced by Michael Norton for RAEng and ICE on the UKs virtual water use. They have been used to drive the topic of conservation. Some of the early work that I think was done by Bouwer in the USA introduce the idea with quite a different slant. This is that countries with more water resources should consider exporting water intense products as opposed to conserving it.

Exporting virtual water without exporting related cost for example for treating wastewater (there is still about 80% to 90% untreated wastewater) should catch the attention of the policy makers

German development institute has carried out a study about Virtual water trade a realistic approach for water conflict. It was little related to the area you are seeking help for. You may get some lead for there study as they also has covered the water conservation issue in there study.
