What is the average production cost of irrigation water in Egypt? I am looking for the "economic value".

Farmers don't pay for the irrigation water in Egypt but it costs a lot for the government budget. The government started to introduce the so called "economic value" of the irrigation water. I am very much interested to get an idea how much is it.
I would highly appreciate if someone could help me with the data.
