Whether enough efforts have been done in each river basin to judiciously use water and there is no wastage and over utilization of water than required. Whether people / organizations/ individuals/ government bodies have been punished for such unwanted use of water by snatching their water rights / heavy financial capital punishment ? In most of the cases answer will be "No". Whether interlinking of rivers will discourage unjustified use of water/ wastage of water / non optimal use of water ? Whether snatching water rights of such people/ organizations responsible for wastage / unjustified use of water will be a proper solution ?
