Ph.D. in Environmental and Water Resources Engineering- the University of Texas at Austin, USA. Master of Science in Hydrosciences of Colegio de Postgraduados, Mexico; with more than fifteen years of professional experience. His technical expertise and research includes several aspects of the water resources field: planning and integrated water resources management, hydrological and hydraulic modeling, groundwater modeling, climate change impacts and adaptation.

Dr. Ingol is Visiting Professor for the Master's and Doctoral Program in Water Resources Engineering at the Universidad Nacional Agraria La Molina (UNALM) and part-time professor of the Civil Engineering program at the Universidad Peruana de Ciencias Aplicadas (UPC).

He has worked on research projects in the Department of Civil Engineering at the University of Texas at Austin and he was member of the technical team of the binational project "Physical Assessment Project" Mexico-United States, for the Rio Grande basin.

He has been National Director of Conservation and Water Resources Planning and senior management Advisor of the National Water Authority (ANA).He has been academic coordinator and professor of Civil Engineering program of the Universidad San Ignacio de Loyola (USIL).

He is an Associate Member of the American Society of Civil Engineering (ASCE) - The Environmental & Water Resources Institute (EWRI), USA. Member of the Peruvian Association of Hydraulic Engineering and Environmental (APIHA) and Qualified Researcher by CONCYTEC.
