Frederico Turolla is one of the most reputable Brazilian professionals in infrastructure project structuring and regulation. Turolla offers remarkable experience in economic consulting (more than 20 years), having coordinated, or acted as a consultant in the structuring and economic-financial modeling in an important set of projects of various infrastructure sectors, with great interdisciplinary and intersectoral experience, also presenting relevant academic experience with publications and international experiences.

Fred Turolla holds a PhD in Business Economics from Fundação Getúlio Vargas/São Paulo (FGV/SP), a master’s degree from Fundação Getúlio Vargas with an exchange program in International Economics and Finance at Brandeis University, in the United States. Bachelor of Economic Sciences from the Federal University of Juiz de Fora (UFJF).

He has been working in high-level economic consulting for about 22 years, being a Founding Partner of PEZCO Economics . In his consulting experience, Turolla has been coordinating large projects in the areas of Economic Analysis of Law, infrastructure and market regulation for large national and international clients.

As pro bono activities , Turolla is now the President of PSP Hub, a Brazilian think tank focused on studies in Infrastructure and Urbanism. He is a Director in the Infrastructure Division of the Federation of Industries of the State of São Paulo (DEINFRA/FIESP). He coordinates the Economic and Infrastructure Committee of the Swiss Brazilian Chamber of Commerce (SWISSCAM); and is a member of the Executive Committee of the infra2038 Project, being technically responsible for the annual reports of the project with wide repercussion. Previously, between 1998 and 2001, Turolla was an economist in the Global Financial Markets area , in the global treasury of the German bank WestLB ( Westdeutsche Landesbank ), where he was responsible for the Brazil Economic Daily and the Brazil section of the Weekly Economic Outlook , both with international circulation.

Turolla was, between 2010 and 2019, full professor, vice-coordinator and one of the founders of the Master's and Doctorate Program in International Management at ESPM, the first Brazilian stricto sensu program in International Business , having conducted actions for the internationalization of the program with institutions on five continents. He was the principal investigator of GEINFRA, the Study Group on Infrastructure Internationalization, where he supervised doctoral theses and master's dissertations on direct investments in infrastructure sectors such as electricity, logistics and sanitation. Turolla is an associate researcher at the Center for Transport Economics, Antitrust and Regulation at the Technological Institute of Aeronautics (NECTAR/ITA). He has been working, over the years, in academic cooperation with ITA in research activities and in graduation (Pezco-ITA Day). He is a professor of the MBA in PPPs and Concessions at FESPSP and was a professor at Mackenzie University.

He was also a professor of international modules at important foreign universities. He was a lecturer at the EMBA at Universitat Saint Gallen , module "Business and Politics in Brazil", for classes composed of senior European executives, including CEOs and CFOs. He taught the discipline "Doing Business in Brazil" in the international MBA program at FIU - Florida International University . He was appointed Avocational Lecture of the Steinbeis-Hochschule Berlin, in MBA courses, which he taught in Brazil to groups of this institution.

He has published more than 200 articles in several countries. He is co-author of books such as "Macroeconomics for Business Management" by Editora Saraiva and the chapter "Foreign Direct Investment in the Water Sector in Latin America" published in the United States by Palgrave Macmillan, among other works. He participated in Geneva-Switzerland in the Brainstorming Meeting of the World Investment Report 2011 , at the invitation of UNCTAD, the UN conference for trade and foreign direct investment in emerging countries. He was a founding member of the Latin American Chapter of the Academy of International Business (AIB-LAT). He translated into Portuguese the works of two winners of the Nobel Prize in Economics: Franco Modigliani (Adventures of an Economist) and Oliver Williamson (The Economic Institutions of Capitalism), the latter published in Portuguese by Editora Pezco.

INDUSTRY EXPERIENCE | WATER AND SANITATION

Turolla is a prominent public figure in the water and sanitation industry in Brazil , frequently invited as a speaker at major industry forums, often granting interviews to the specialized press, and publishing articles of national and international renown on industry subjects. He also actively participates in the legislative process and has worked directly in the development of national and subnational regulatory frameworks. As an academic, he has published articles on water and sanitation in academic journals from various countries, as well as presented papers on the subject at international conferences.

He served as a leader in some of the most important initiatives of the water and sanitation sector in Brazil, under assignments from multilateral institutions, private and State-owned companies, industry associations, subnational governments, and financial institutions. As an example of his work on large-scale projects, he was the General Coordinator of the Regulasan project (Interaguas program), a milestone in subnational regulation of the water sector in Brazil with technical assistance to subnational regulators, development of guidelines for regulators, national studies on regulatory accounting, subsidies, sector financing, and extensive capacity building activities. He coordinated technical assistance to the National Water regulation ANA in the development of the Reference Standard of Universal Access Targets. He provided advisory to investors interested in the process of capitalization of Sabesp. Turolla also leads project structuring activities in the water and sewage sector in several projects, including three large projects with Sabesp, the regional system of Feira de Santana, sewage of the cities like Volta Redonda and Aparecida do Taboado and others. He also took part in contract revisions and M&A processes in the water industry in Brazil.
