Mr. Rosen combines extensive expertise in research, information management, data analysis, and statistics to support environmental decision making and resources management. Mr. Rosen has a long and established record of supporting the analysis of historical data to determine complex relationships in environmental systems and then to use these relationships to model future reactions to changing conditions.  Outcomes from those analyses have been used to evaluate future regulations, design future monitoring programs and develop plans for managing the ecological interactions between communities and their environment.  Mr. Rosen’s research includes synthesis of online water quality data into actionable information, the fate and transport of contaminants and the risks associated with exposure to waters.  He has applied his unique combination of environmental science and statistical analyses to predict risks associated with recreational use of surface waters, treatment of drinking water and reuse of water for agriculture and potable water.   He has analyzed large data bases to evaluate optimal sampling plans for both microbial and chemical contaminants, including Cryptosporidium , E. coli , and enterococci.

 

Mr, Rosen has supported a variety of large water utilities in the development of on-line water quality monitoring systems in which data flow through SCADA systems.  He has been involved in the development, calibration and validation of event detection systems applied to real time water quality monitoring.  He recently has been the program manager for the scientific review of the Elk River chemical spill that deprived almost 300,000 people of drinking water for a prolonged period of time.  The spill of crude MCHM is an example of real risks that reside in our community.  He is leading the team that is developing a cloud based information platform that will help identify potential sources of contamination in source waters and help utilities and first responders identify and recover from spills.  Mr. Rosen is also leading the contract team supporting the state of Louisiana in the implementation of an emergency rule to control the brain eating amoeba Naegleria fowleri .
