Water demand management or water conservation pulled Cape Town past "day zero" or the date where water was to run out in 2018. It can therefore safely be said that if there is no more water supply, then by providing the means or tools to conserve water, then more water can be created for a booming population. Moreover, if we provide the tools for everyone to harvest all of the rainfall from roofs into tanks and use that yield during the rainy season and yet well into the dry season, the homeowner becomes the primary and the municipality become the secondary supplier. Thus ultimately we can reduce total demand from the existing supplies on a permanent basis by 90% over the demand per household of twenty years ago at the turn of the century. We have the tools.
