About

I am a Civil and Environmental Engineer with more than 40 years of experience in water and wastewater treatment, and all aspects of water supply and wastewater collection. My 25 years of experience in the pubic sector and previous 20 year of experience in the private consulting sector gave me a broad knowledge in Environmental Engineering. As a consultant, I had the opportunity to work with many municipal clients, providing me an insight of what works well in municipalities and what does not. It also taught me to be more efficient as required by the private sector. The public sector taught me how to better understand the political sensitivities of this sector.

The first 17 years of my career were as a Consultant Engineer in my native country, Brazil. Upon completing my Masters in Environmental Engineering at the University of Alberta in Edmonton, Canada, I have worked in Canada. Initially, as a Project Manager Consultant  in British Columbia until 1994. Since 1995, I have worked at the Region of Waterloo where I have been the Manager of Engineering & Planning since 2001.

In my current position, I am responsible for a $1.2 billion water and wastewater capital program. The Engineering & Planning group includes several sections such as engineering, development and servicing planning, asset management, and infrastructure replacement and renewal. Projects the group is responsible for includes Master Plans, Class Environmental Assessments, optimization studies, and implementation of water and wastewater infrastructure from the preliminary design phase to the construction and commissioning phases.
