Polioptro F. Martínez-Austria

About

Polioptro F. Martínez Austria is a civil engineer graduated from the National Polytechnic Institute, and obtained the Masters and Doctorate degrees in Engineering at the National Autonomous University of Mexico.

 

He has developed most of his professional work as a researcher and teacher both, personally carrying out these activities, and directing and supervising groups of academic prestige. He has also collaborated in the private and public sectors. In the field of professional practice, he has directed the efforts of the National Water Commission in terms of management and cooperation in transboundary basins, particularly at the watersheds shared with the United States of America.

 

He has been the General Director of the Mexican Institute of Water Technology in the period 2006-2012, as well as a member and president of the Governing Board of the Autonomous University of Morelos State, Vice President of the UNESCO International Hydrological Program, based in Paris, France, in the period 2010-2014 and currently member of the Scientific Council of the UNESCO HIDROEX Center, in Brazil. Regularly advises water utilities, water companies and state and municipal governments. He is currently Professor and Director of the UNESCO Chair on Hydrometeorological Risks at the Universidad de las Américas Puebla.

 

His academic career includes his work as a full-time professor of the National Autonomous University of Mexico, researcher at the Mexican Institute of Water Technology, and as a visiting professor in several institutions. He has been director of 24 postgraduate theses, and has taught undergraduate and graduate courses since 1981 to date. He is the author or co-author of 161 scientific and technological articles published in journals and proceedings of international and national congresses; author or co-author of 11 books and 19 book chapters. He has also been editor of 14 books. He is co-author of five registered patents.

 

He is currently Editor-in-Chief of the Entorno journal, edited by UDLAP; Associate Editor in Scientific and Technological Innovation, of the journal Tecnología y Ciencias del Agua, edited by the Mexican Institute of Water Technology, and member of the Editorial Committee of the A qua LAC journal, scientific journal of the International Hydrological Program for Latin America and the Caribbean of UNESCO. He regularly gives conferences by invitation in national and international forums.

 

He has received, among other distinctions and recognitions, the National Prize Enzo Levi 2000 to Research and Teaching in Hydraulics; the Miguel A. Urquijo Award for the best technical article, a recognition of the Water Advisory Council of Mexico for its contributions to technological development, the ANEAS 2012 Award in Technological Innovation of the Water and Sanitation Subsector, and the National University Medal , for its service in the UNAM. He is a National Researcher, awarded by the National Research Council of Mexico (member of the National System of Researchers).

 

He is a member of the Mexican Academy of Sciences, of the Academy of Engineering of Mexico, of which he was secretary; of the International Association for Hydro-Environment Engineering and Research, of the International Water Association and of the Mexican Hydraulic Association, of which he was its president.
