A senior citizen and reputed Income Tax Practitioner, Ramesh Goyal is the ONLY PERSON in India particularly in HARYANA and Delhi who has made a niche in the field of Water Conservation Campaign. His single handed approach in Haryana, has earned him the prestigious award of Haryana JAL STAR AWARD 2011 instituted by Dainik Bhaskar newspaper group, in recognition of his missionary zeal and tireless endeavor for Water Conservation Movement. The District Administration also awarded him at the Independence Day celebration for this commendable performance. Several local organizations have also awarded him for this campaign. He has been nominated as non-governmental member of the District Advisory Committee under Central Ground Water Board in Dec.,2011. The unique international social organization 'Bharat Vikas Parishad'’ nominated him National Convener Environment in April, 2013 and National Secretary Environment w.e.f. 1st April, 2015. He has been appointed Chair of Sirsa Chapter by National Bar Association of India in April, 2013. He has started his missionary work at Delhi also in April, 2013. He has been honoured by a social organization of Haryana named Partima Raksha Samman Samiti on 31/5/2015 with “Diamond of India Award”. He has also been honoured with “Social Justice Best Man Award” by a NGO of Rajasthan named Prime Time of India on 25th October, 2015 at Sanwaliyaji (Rajasthan). All India Achievers Conference, New Delhi also honoured him with “Gem of India Award” (category Environment and Water Conservation) on 27th July, 2016.
Reading repeatedly the articles regarding availabity and scarcity of water, he thought that “What I can do” for the nation and society against the forthcoming typical situation and started at the age of 60 to educate the people for it. He started in 2008 going personally in Government & Private schools, colleges and other social and religious gatherings to educate regarding importance of WATER, reasons of its Scarcity, necessity and methods of water saving in detail. He has conducted more than 300 such programmes throughout country which include Rural areas. More than 2.5 lacs students, tutors and residents through out the country have been directly educated under his gigantic leap. He has delivered such lecture in several states of India e.g. Haryana,Delhi, Gauhati (Assam),Rameshwaram (TaminNadu), Ujjain (M.P.), Varanasi (UP) and Udaipur, Nathdwara,Sri Ganganagar (Rajasthan). The figure crosses 40-50 lacs considering his talks through TV, Doordarshan, Radio and newspapers.
1. Publications: i) He thinks regarding water conservation every time and it resulted the writing of a poetic massage by him to save water named ty pkyhlk JAL CHALISA, first issue of which was inaugurated by the Chief Minister of Haryana in April, 2012. In seven issues 35 thousands copies of Jal Chalisa have been published by March, 2016 and 8th issue is in the press. By group sharing via facebook Jal Chalisa has been sent to more than 5 lacs persons
ii) A booklet named BIN PANI SAB SOON (published 6000 Copies) was inaugurated by the Governor of Haryana on May 8, 2010.
iii) Third book on ‘Paryavaran aur Bachayen Jal’ (Hindi) containing matter for water-energy saving, cleanliness, plantation, pollution etc. is also in press and will be released in near future.
iv) Articles of water saving/conservation published in National & Local news papers and magazines since 2000 and telecasted on TV. Several national and local newspapers have specially highlighted this mission time to time .
2. Pamphlets/Handbills : Distributed more than 2.6 lacs pamphlets/handbills (A4 paper size) containing basic knowledge & slogans for Environment, Water and Energy conservation, through educational institutions and social programmes.
3. BANNERS: More than 1000 Banners of size 2’X3’ containing inspiring material & slogans for Environment, Water and Energy saving have been hung/fixed at public places viz. Schools, Colleges, Mandirs, Bus Stand, Railway Stations, Parks, etc in Urban & Rural areas of Haryana, Delhi and other states. Thousands such banners have been got printed by other institutions/organizations.
4. Electronic Media : DD News Delhi has also relayed in GoodnewsIndia his version and message of Jal Chalisa on 23rd and 24th August 2015 and 21st August on DD Kisan Channel. He was the only Water activist to participate in Live telecast by Doordarshan National Channel Delhi in Good Evening India programme held on World Water Day 22nd March, 2016. Conversation of Water Conservation has been recorded and repeatedly telecasted by Haryana Today, Haryana News, Doordarshan Hissaretc. several times.Doordarshan Kendar Hisar is telecasting regularly his conversations since 2010 and latest on 26/5/2016 and 2/6/2016 duly recorded on 21/4/2016.
Every year on 22nd March World Water Day, a live one hour conversation is relayed at Radio Stationn FM 90.4 since 2010 to 2015 in addition to several such talks every month since long regarding different aspects of environment e.g. water-energy saving, cleanliness, plantation, pollution etc.

5. Website: To circulate a broad message regarding water conservation, a website www.savewatersavelife.com was launched on 27/5/2012. Message regarding Water Conservation throughout the country to several thousands persons is circulated regularly through Facebook & Linked-in including vedio clips by means of sharing of groups
6. ‘Jal Mitra’ yojna’ started in Aug. 2013 to push people at large to save water. More than 3000 members have been enrolled including DC, ADC, VC, SDM and other administrative and judicial officers and several National, Zonal, Prantiya and Branch office bearers of Bharat Vikas Parishad and other NGOs.
He has also been awarded for :-
a) Best monitor in Govt. Higher Secondary School Sirsa 1963-64 (Xth class). (b) City monitoring committee member in 1971 Indo-Pak War. (c)Haryana Pradeshik Hindi Sahitya Sammelan, Sirsa 1985. (d) H. Pr. Hindi Sahitya Sammelan as best branch to Sirsa twice. Once Mr, Goyal was secretary and second time president of Sirsa branch. (e) As State Convener of 'Bharat Ko Jano' competition for the years 2002-03 and 2003-04 in Jan.,2004 at Mumbai in National Programme of Bharat Vikas Parishad. (f) Appreciation by Bharat Vikas Parishad Haryana State in 1999-2000 when Mr. Goyal was President of Sirsa Branch. (g) Aggarkul Rakshak Sirsa for water conservation and social work. (h)Vivekanand Senior Secondary School, Sirsa for regular 'Water Conversation Movement' in Jan.2011.
Born on 23/10/1948 at Sirsa in a very simple family, practicing as taxation consultant since last 45 years, has been representing before ITAT, Chandigarh & Delhi and State Tax Tribunals of Haryana & Punjab since 1975. He is founder Secretary of Income Tax Bar Association, Sirsa (Nov.1981) and elected unanimously several times secretary and president. He was nominated as Chairman, Constitution Committee of Haryana Sales Tax Bar Association Feb.1992 and is life member of All India Federation of Tax Practitioners, Mumbai. His articles relating to taxes published in national news papers and professional magazines in addition to Extension-Guest Lectures on Income Tax to College commerce students and C.A. students.
He is life member and office bearer of several National, Provincial and local organizations which includes Maharaja Agarsen Medical College, Agroha, Haryana Pradeshik Hindi Sahitya Sammelan, Bharat Vikas Parishad and so on. He played an important role while installing the statue of Netaji Subhash Bose at Sirsa in 1968-69.
His struggles and social vision
From a keenly vigilant student to a established tax professional and reputed social activist, is in brief the story of 67 year old Ramesh Goyal, a renowned Income Tax Consultant of Sirsa (Haryana) and Delhi. As a school student he never bought a rough note book rather collected the papers left blank in his used fair note books for the rough work. Even after coming into the profession he never used a fresh plain paper as rough. He has been using only one sided printed or used paper for the rough purpose. When in 10th class he would meet his expenses by giving tuition to the students up to 8th standard. He worked as a private typist after doing higher secondary in 1965 to add to the income of the family so that his elder brother could continue his studies of engineering at Jodhpur. He himself also kept on studying both as a private and regular student. He passed Inter(Com) from UP Education Board in 1968. In 1970, he passed B.A. from National College (Evening), Sirsa (Punjab University). In 1973, did B.Com from Delhi University through correspondence and in 1977 did LL.B. from Kurukshetar University.
During 1968 to 1970 to support his family monetarily he worked as a booking agent for picture calendars and aluminum name plates etc. Also sold the lottery tickets in the open market.
