About
SAREN has over 20 years of work experiences in the areas of local governance, Decentralization & Deconcentration, Democratic Development, Monitoring & Evaluation, Leadership and Management, Health Sector and NREML project implementation in a various senior positions with UN, IOs, NGOs and government agencies. As Senior Provincial Program Management and ME Advisor with NCDDS, UNDP/CARERE/Seila, Saren provided technical advice, project management and operation support on consultative workshop and constructive dialog between the commune, district and provincial level and private sectors. Saren also support to provincial line department’s Planning and M&E focal points on M&E techniques, tools and successfully conducted between 10-15 end project/contract evaluations per year. He has successfully completed various short term assignments related baseline study, training needs assessment, training workshop facilitation and end of project evaluations.
SAREN has an experiences working with Government agencies, UN agencies, NGOs, IOs, Consultant and Freelance Consultant on Local Governance, Democratic Development, Decentralization & De-concentration and Public Policy and Administration Reform in Cambodia. Saren has good knowledge on planning, M&E, Leadership, Operation Management, Capacity Development, Coaching, Mentoring, Facilitation and Partnership. Saren contributed and shared knowledge and advisory assistant through differences approach and methodologies about the across cutting issues on poverty reduction, gender mainstreaming, climate change, biodiversity conservation, social accountability, child right/child protection and he also conducted the dissemination on Crime Prevention and Community Safety, Human Trafficking and Safety Migration Law as well as the Labor Law to concerned institutions such as; Provincial Councilors, Provincial Board of Governor, provincial/district administration, WCCC, CWCC and other CSO, CBO and key stakeholders etc.
SAREN has a background of academic study holding a Master of Development Management (MDM) at Norton University from 2006-2008 in the field of Rural Development , BBA at University of Management and Economic (UME) 2001-2005 in the field of Human Resources Development Management , Public Health as Medical Assistant at Thai-Cambodia border 1988-1992. Saren got more supplement training course in local and international on (i) Participatory Planning Monitoring and Evaluation-Managing for Impact (PPME-M4I) in the Netherlands (Holland) 2014 (ii) Training Integrated Water Resources Management (IWRM) at the PUTRA University, Malaysia 2004 (iii) Training/Workshop on Mekong Sub-Region Biodiversity Conservation, Fishery and Sustainable Use Natural Resources Management in Bangkok, Thailand (iv) NFP Alumni Conference on ASEIAN Network, which focusing on global health, water management, waste management, sustainable farming, food security, urban/rural development and climate change for ASEAN countries in Jakarta, Indonesia . SAREN has working as Consultant with MRTS Consulting Ltd and joint the training team on Micro-finance Institutes and Companies on Marketing, Sales and Research. Work as Freelance Consultant with Evaluation Consulting Firm on MTR, End of Project Evaluation and End Line Survey etc.
SAREN has more experiences working with RGC’s institutions, UNDP, NCDDS/MoI (Multi DPs) over 17 years as Provincial Program Management Advisor, Senior Provincial Program Advisor, Local Capacity Building Advisor, National Personal Professional Monitoring and Evaluation Assistant from 1998-2014 in RAT, BTB, KPC, KCH, STG and KPT provinces. From those various key senior positions, Saren has a combination knowledge, skills and technical advisory services on Capacity Development and Organizational Development, Operation Management and Monitoring and Evaluation which conducted various training with difference topics to government counterparts, IOs and LNGO partners at Sub National Administration. He also providing a financial management support as a representative of Multi Development Partners such as; NCDDS, UNDP, SDC, EU, SIDA, WB, ADB, IFAD, DANIDA, UNICEF and UNFPA around 2-5 M/year.
SAREN also has an excellent experiences on technical assistant and coordination between Sub National Administration (SNA) and development partners (DPs) through organizing an orientation and dissemination workshop with partnership on the implementation of the Strategic Plan on Social Accountability for SNDD. Saren act as a resources person for supporting the Implementation of Social Accountability Framework (I-SAF) in the target districts and communes. He is a good facilitator for this activities with strong collaboration and coordination between SNA and DPs especial LNGO partners which contracted with NCDDS for implementing the I-SAF activities effectively.
Monitoring, Evaluation and Reporting: this is an important point, I have good experiences with professional and skill in my career for technical and advisory assistant to various organizations with difference positions and difference organizations. The M&E concept is a key principle in my career for monitor and evaluate the progress, positive and negative impact for projects implementation, which can be included for both non-profit and profit institutions and this can be done by both internal and external evaluation team. The M&E knowledge would be good and more effective tool, if we could build this knowledge and skill to all key stakeholders, counterparts, partners and concerned institutions. The M&E tools are very important to identify for project/program success as well as for measurement the quality control of service delivery, measurement and identify following the five key questions such as; Relevance, Effectiveness, Efficiency, Impact and Sustainable of the expected outputs and outcomes in respond all needs. The key finding, result and recommendations would be disseminated and utilized for the learning approach to key stakeholders and contributing to policy maker for further improvement.
Note: key qualification in three additional assets; (i) Academic study Master in Development Management in the field of Rural Development , Public Health ( Medical Assistant ) and BBA on the field of HRDM (ii) Technical skills, training, conference, research and study from difference local/international organizations and internationally in Malaysia, Thailand, Holland and Indonesia (iii) Work experiences with various positions specifically related to Capacity Development, Planning, M&E, Management, Leadership Local Good Governance as well as income general project, Public Health, Social Welfare, Nutrition, WATSAN, Hygiene, Rural Development, Gender Mainstreaming and Climate Changes etc.
