About

Dr. Shanthie Mariet D’Souza is a scholar, researcher, analyst, writer, editor, consultant, adviser and subject matter expert with specialisation in International Relations (IR) and decade long field experience in Afghanistan and South Asia. She is President & Founder, Mantraya, Visiting Research Associate at Murdoch University, Perth, Associate editor for the Journal of Asian Security and International Affairs, Expert and Contributor to the Middle East-Asia Project (MAP) at the Middle East Institute, Washington D.C., Senior analyst for the South Asia desk with the Wikistrat Analytic Community, and Adviser for Independent Conflict Research and Analysis in London. As Adviser at the Independent Directorate of Local Governance (IDLG), Government of the Islamic Republic of Afghanistan, she has worked on issues of subnational governance and downward accountability. As Senior Transition Consultant, United Nations Mine Action Service (UNMAS) and External Reviewer & Consultant for the country program of Action Aid International, Afghanistan, she has carried out strategy review, planning and field research in various provinces of Afghanistan. She has been an International Election Observer for the audit and recount of Afghanistan’s Presidential Runoff elections, August-September 2014. She has also conducted field studies in Pakistan, China, Africa, Canada, United States, Jammu and Kashmir and India’s North East.

Dr D’Souza’s research interests and expertise include Transition and Issues in Long term Stabilisation of Afghanistan; Politics of Aid, Development, Gender and Security; State, Institution and Peace building; Aid effectiveness; Security Sector Reform; Civil-Military Relations; Insurgencies and terrorism; Countering Violent Extremism; Non State Armed Groups, Illicit Networks, Organised crime,  War Economy; Counter-terrorism financing; Strategic Communications; Post conflict stabilization; Theories of International Relations; Challenges to Policy making in fragile states; Non-traditional security challenges in South Asia- Borders, Migration, Water and Resource conflicts; Rule of law, Political systems and Electoral  Reform in South Asia; Sub-national governance & Downward Accountability in Afghanistan;  Strategic Communication; Gender, Peace building, Conflict Resolution;  Regionalism; Identity politics; Post Conflict Stabilisation; Great Power Politics, Global governance and Emerging Powers; India’s foreign, aid and security policy and Prospects for Regional Cooperation in South and South East Asia.

Dr. Dsouza has previously been a Research Fellow at the Institute of South Asian Studies (ISAS), National University of Singapore; Associate Fellow, Institute for Defence Studies & Analyses, New Delhi; Fulbright Fellow and Visiting Research Associate at South Asia Studies, The Paul H Nitze School of Advanced International Studies, Johns Hopkins University, Washington DC; Research Associate at Database & Documentation Centre of the Institute for Conflict Management, Guwahati, Assam and Editorial Assistant at the United Service Institution of India, New Delhi . She had been selected for the position of Associate Professor at the Asia-Pacific Center for Security Studies (APCSS), Hawaii in January 2011. She has participated in the “US-South Asia Leader Engagement Program” (Executive Education) organised by the John F. Kennedy School of Government at Harvard University (Cambridge, Massachusetts) and the Near East South Asia Center for Strategic Studies (NESA), Washington, DC, May 2011. She has been awarded President’s Award for Excellence in Research, 2009, Institute for Defence Studies and Analyses, New Delhi.

 

Among her most recent published work is an edited book titled Afghanistan in Transition: Beyond 2014?, co-edited books, Perspectives on South Asian Security (2012) and Saving Afghanistan (2009). She has guest edited a special issue on “Countering insurgencies and violent extremism in South Asia” in Small Wars & Insurgencies (UK: Routledge), vol.28, no. 1, February 2017. My paper on “Transition in Afghanistan: War of perceptions”, Small Wars Journal, (Small Wars Foundation, Bethesda, USA, January 2013) has been republished by the NATO Special Operations School (NSOS) for the ISAF SOF Pre-deployment Training course.
