BKI, Inc. – Consulting Ecologists has grown to be a premier environmental consulting firm in Florida since its inception in 1990 by Owner/President William W. Kerr.  Our staff has in-depth understanding of the maze of environmental regulation which comes from years of working with local, state and federal regulators and resolving a variety of complex environmental issues.  The professional relationships BKI has developed with these agencies can make the difference between timely approval or costly delays.  Developing ecological safeguards in concert with regulations early in the process means your project moves quickly and cost-effectively.

BKI has worked with the local environmental staffs of over twenty-seven counties and more cities than we can list in the State of Florida.  Additionally, at the state level we work with St. Johns River Water Management, South Florida Water Management District, Southwest Florida Water Management District, the Department of Environmental Protection, Florida Fish and Wildlife Conservation Commission, the Department of Community Affairs, the Treasure Coast Regional Planning Council, and the East Central Florida Regional Planning Council.  Federally we work with the U.S. Fish and Wildlife Service, the U.S. Army Corps of Engineers, and the U.S. Environmental Protection Agency.  Currently, we are working with the U.S. Fish and Wildlife Service to permit the largest Panther Conservation Bank in the State of Florida.  All of these agencies play an aggressive role in regulating any activity which could impact the state’s surface or ground waters and any federally or state listed endangered and threatened species.

Our staff has been involved in numerous turnkey environmental permitting projects for over 25 years.  During that time, we have permitted every type of development, mitigation, and conservation project issued by local municipalities, counties, water management districts, and the federal government.  We are familiar with The National Environmental Policy Act of 1969 (NEPA) and its associated Environmental Impact Statements (EIS) and Environmental Assessments (EA), State of Florida Environmental Resource Permit (ERP) permitting process and the associated Unified Mitigation Assessment Methodology (UMAM) for wetland impact and mitigation, Developments of Regional Impact (DRI) projects, Rural Land Stewardship Program,  Wetland Mitigation Banking, Conservation Mitigation Banking, sale of Conservation Easements (state and federal), and the programs offered by the Natural Resource Conservation Service (NRCS) including the associated Farm and Ranchland Protection Program, the Wetlands Reserve Program (WRP),  and the Resource Conservation and Development Program.

BKI is proud of its track record for Quality Assurance (QA) and Quality Control (QC) and implements these factors regardless of the size of the project.  We demand high quality performance from each employee and members of the project team.  Staff meetings are held bi-weekly to review projects for compliance with schedules, data compiled, and tracking of permit process to ensure timely completion of required objectives.  Implementing QA/QC from the inception of a project, monitoring the progress during each phase, and peer review at the completion insures a successful outcome for the project.  BKI has built a large repeat clientele based on these procedures.  Our clients have come to expect high quality deliverables from our project team.
