Job Summary
Black & Veatch has an exciting opportunity for a Water Resource and Water Supply Planning Leader in Texas.

Within our U.S. planning and water resources business, we have seen consistent growth driven by our clients’ needs to address challenges stemming from population growth, water scarcity, groundwater depletion, drought resiliency/reliability/vulnerability, climate variability, water rights issues, and evolving reuse regulations. In Texas and the arid southwest, we anticipate more focus on integrated water resource, groundwater, aquifer storage and recovery, conversation/demand management, and reuse/One Water solutions as the State’s population increases and water resiliency, reliability, and vulnerability issues become more pressing. This position represents a strategic business opportunity for Black & Veatch, and the Water Resource and Water Supply Planning Leader position is designed to help the company execute projects in Texas and across the country by providing world-class planning and water resource services.
Key Responsibilities
- Lead scenario planning efforts for integrated water resources and One Water projects
- Develop groundwater and surface water management strategies and planning assessments
- Support innovative water supply planning services, including reuse and brackish water desalination
- Provide water demand estimates and conservation assessments
- Support planning-level estimates of project costs
- Support water resources marketing efforts and build relationships with key water resource planning leaders and decision makers throughout the state
Preferred Qualifications
- 15+ years of water resource and planning work
- Texas licensed PE or PG
- Experience with business development, proposals, and client interviews
- Experience with team leadership, mentorship, and growth
- Experience in developing comprehensive reports and client-facing presentations
- Experience leading project tasks and executing water resource planning projects
- Knowledge of Texas water laws for surface water, groundwater, and reuse/recycled water
- Knowledge of Texas Environmental Flow Standards and environmental issues across the state
- Strong data analysis skills
- Understanding of stormwater and flood water issues as a result of both storm events and hurricanes
- Have an understanding of water supply applications and models, including:
- TCEQ Water Availability Models
- Groundwater models like MODFLOW
- TWDB Groundwater Availability ModelsGoldSim, STELLA, MODSIM, RiverWare packages
Minimum Qualifications
Requires a bachelor's degree in engineering from either a recognized accredited program in their home country or the country in which the professional is practicing. Minimum of 8 years related work experience. All applicants must be able to complete pre-employment onboarding requirements (if selected) which may include any/all of the following: criminal/civil background check, drug screen, and motor vehicle records search, in compliance with any applicable laws and regulations.
Certifications
Most positions - depending on the nature of work performed as defined by the division - will typically require incumbents to have professional registration or licensure in their designated home office country, or be in active pursuit* of such registration
