What You’ll Be Doing
Cadmus seeks an experienced Climate Resilient Lead design professional to support upcoming donor-funded climate risk and infrastructure resilience service delivery in Kosovo. The position will require engagement with a wide range of key government representatives and operators to help build capacity in responsible institutions to become more resilient to climate risks. The expert will be expected to manage climate resilience activities across a team of in-country and international staff, including subject matter experts, and to coordinate with teams supporting other possible sectors.
Responsibilities:
- Serve as a key liaison with in-country stakeholders from government agencies, municipal infrastructure operators, communities, and private sector entities (e.g., utilities).
- Provide technical expertise and leadership for infrastructure-focused climate resilience, in the international development context, to manage program design and execution, produce deliverables, and ensure overall success.
- Manage a team of in-country and international SMEs and support staff to conduct an infrastructure-focused climate risk assessment, develop a suite of resilience strategies, establish a regulatory framework for integrating resilience into policy and planning, and support identification of and access to climate resilience financing.
- Assist the Chief of Party and Deputy Chief of Party in the collaborative provision of technical assistance to address challenges, support development of an effective regulatory environment, and the develop a robust system to improve climate resilience for infrastructure.
NOTE: This position is in-country at Pristina, Kosovo. Estimated start date is March 2024
Qualifications
Required Qualifications:
- Advanced degree in relevant field (preferably in engineering, climate science, or a related field)
- Minimum of 10 years of highly relevant technical experience, preferably in Kosovo or the Balkans region, in climate risk and resilience (particularly focused on infrastructure), including assessing vulnerability and risks, identifying and evaluating resilience options, developing strategies and policies to build resilience, engaging stakeholders (including both government and private sector), building capacity, and designing and implementing resilience projects
- Knowledge of infrastructure design, construction, management, and O&M, particularly for water, transportation, and/or energy systems
- Demonstrated understanding of infrastructure policy, economics, and market issues
- Demonstrated project management skills
- Experience managing teams
- Experience engaging with high-level government officials and private sector leadership
- Fluency in English along with Albanian and/or Serbian
- Excellent verbal and written communication skills
- Ability to adapt to an ever-changing context and work with ambiguity
- Ability to travel within Kosovo as needed.
- Work location is in-country Kosovo. Candidate must be eligible to work and reside in Kosovo.
Desired Qualifications:
- At least 3 years of experience working on projects or programs funded by USAID or other international development assistance entities
- Prior management/leadership experience on USAID-funded projects
