Job Description:
The Environmental Affairs Program Manager is responsible for ensuring compliance with environmental regulations and controls in the areas of air and water quality, hazardous and non-hazardous waste and water quality issues, hazard communication, indoor air quality, and environmental training projects and permitting. This position can be located in either Rancho Dominguez or East Los Angeles, CA.
ESSENTIAL FUNCTIONS:
- Prepares, coordinates, and implements National Pollutant Discharge Elimination System (NPDES) permits and air quality permits for stationary and portable diesel engines
- Prepares required waste discharge reports to the Regional Water Quality Control Board
- Prepares California Environmental Quality Act (CEQA) documentation
- Recommends, implements, and monitors environmental legal requirements, procedures, and programs to ensure compliance; identifies and resolves environmental problems
- Investigates potential environmental hazards associated with new land purchases and reports investigation findings
- Prepares hazardous material business plans
- Responsible for environmental quality oversight for new land and construction, well and treatment system projects
- Conducts on-site inspections with regulators and agencies
- Develops and maintains professional relationships with district management staff and local, state, and federal environmental regulatory agencies
- Provides regulatory guidance to operations, engineering, and water quality personnel
- Develops and conducts training in environmental compliance, health, and emergency response
- Communicates with regulatory agencies regarding Company liability, permits, and permit development
- Responds to incident emergencies including spills and system upsets
- Manages soil and water remediation projects to mitigate environmental impact
- Participates in and supports the Company’s Continuous Improvement program and projects
- Performs other similar duties as assigned
- Attends meetings and training as directed by California Water Service Company
MINIMUM REQUIREMENTS:
- Bachelor’s degree in Environmental or Natural Science or related field and/or equivalent relevant experience
- Five years of increasingly responsible experience working as an analyst or administrator in environmental health, safety, or related field
- Proficient in the use of Microsoft Office applications
- Valid California Driver License
- Upon hire, must provide proof of COVID-19 vaccination status
- Salary Range: $78,800 - $142,800
