ASSISTANT PROGRAM ADMINISTRATOR (WATER SYSTEMS OPERATIONS)

Assists in managing or directing a major organizational division of the Board of Water Supply; assists in carrying out the objectives and goals of the department through subordinate managers and supervisors; and performs other related duties as required. This position assists in administering the activities of the Water System Operations Division which is responsible for the operations and maintenance of pumping and water treatment plant equipment, plant facilities, and communications and electronic control systems. Duties may include but are not limited to the following: assists in determining division and program priorities necessary to carry out the goals and objectives of the division; assists in reviewing and evaluating division programs and establishing long and short term goals and objectives; directs the day-to-day operations of the division; oversees the supervision of the division's workforce; reviews and recommends resolution or disposition of personnel issues; authorizes work orders, planned overtime, change orders, contract extensions, etc. for management approval; handles public complaints, including drafting correspondence, investigations, etc.; reviews, evaluates, and recommends proposals to improve effectiveness and efficiency in water service operations including water pumping, transmission, distribution, and storage systems, operation of pump facilities, related office facilities, maintenance of machinery and equipment repairs, radios, and telemetry/supervisory workbenches; conducts inspections of pump facilities (reservoirs, boosters, treatment plants, shafts, tunnels, etc.), office facilities, and machinery; coordinates emergency functions between appropriate division in handling water interruptions and complaints; coordinates and reviews annual budget preparation and assists in the implementation of the budget; monitors divisional investigations and studies; represents the Program Administrator in his/her absence; and presents information and testimony with high-level government officials and governing bodies advocating and explaining programs and practices and resolving issues. |

EDUCATION REQUIREMENT : Equivalent to graduation from an accredited four year college or university with a bachelor's degree in mechanical, electrical, civil, or structural engineering. EXPERIENCE REQUIREMENT : Four (4) years of registered professional engineering experience, included or supplemented by two (2) years of experience in a managerial/administrative position. QUALIFYING EXPERIENCE : For this position, the qualifying experience required in a managerial/administrative position must conclusively demonstrate the scope and level of experience comparable to that of branch chief level or higher. Having the required number of years of experience will not in itself be accepted as qualifying for the position.
