JOB SUMMARY:
Under immediate supervision, plans, designs and monitors the construction of structures and facilities related to the city's water treatment, distribution and sanitary sewer system.
ESSENTIAL JOBFUNCTIONS:
- Ability to review, coordinate and monitor water and sanitary sewer plans and specifications including both city and developer projects for completeness, sound engineering practices and conformance to master plans. Comprehensive knowledge of civil engineering principles and practices, knowledge of pertinent federal, state and local laws and regulations pertaining to design and construction.
- Ability to prepare plans and specifications for water and sanitary sewer renewals, including bidding, awarding, processing estimates and final acceptance of construction.
- Ability to manage multiple projects and budgets. Comprehensive knowledge of the capital budget, ability to maintain detailed project budgets, and cash flow reports.
- Ability to administer assigned projects from design to construction, including preparing detailed reports submitted to City Council. Ability to minimize change orders because of design discrepancies and assure timely completion of construction.
- Ability to communicate both verbally and in writing with other city personnel, utilities, consultants, contractors and the public concerning utilities construction and to resolve complaints and requests in a timely and effective manner.
- Ability to prepare clear, concise, and accurate reports and presentations related to utility projects.
- Ability to help maintain records, files, computer models and status projects.
MINIMUM QUALIFICATIONS
Knowledge, Skills and Abilities Required:
- Knowledge of the principles and practices of civil, structural and hydraulic engineering related to municipal surveys, plans and public works design.
- Knowledge of the methods, equipment and materials used in surface and underground construction and maintenance of water and sanitary sewer facilities.
- Knowledge of office and administrative practices and procedures.
- Skill in communicating with other city employees.
- Skill in communication techniques to deal effectively with information exchange and conflict/complaint resolution.
- Ability to receive detailed information through oral communication.
- Ability to perform a variety of physical skills including, but not limited to seeing, carrying, calculating, and writing.
- Ability to operate a variety of office equipment including but not limited to PC, telephone, copier, calculator and fax machine.
- Ability to climb to and from extreme heights on an occasional basis.
- Ability to work in both indoor and outdoor environments.
- Ability to operate motorized vehicle.
- Ability to prepare engineering plans and specifications and to interpret them to others.
- Ability to estimate financial, material, personnel and equipment requirements for projects and future needs.
- Ability to organize and coordinate materials, information and people associated with water and sanitary sewer construction projects.
- Ability to perform a variety of physical skills including but not limited to filing, pulling, seeing, sorting, squatting, standing, stooping, twisting body, typing, walking, and writing.
- Ability to operate a variety of office equipment including but not limited to PC, telephone, calculator, scanner, and copier.
- Ability to prioritize deadlines and tasks.
- Ability to plan, organize, monitor and collaborate with internal and external stakeholders to accomplish unit objectives.
- Ability to learn new systems and procedures quickly.
- Ability to understand mathematical calculations involving fractions, percentages, and decimals.
- Ability to work within a set schedule.
- Incumbent is subject to fume/odor, dust/mites, chemical, toxic waste, mechanical, electrical, explosives and radiation hazards.
Qualifying Education and Experience :
- A Bachelor’s or Master’s degree in civil engineering from an EAC/ABET accredited program and capable of obtaining Professional Engineer License in Texas upon completion of required engineering experience.
- Engineering-in-Training certification or ability to obtain within 1 year.
- Possession of a valid Texas Driver's License - Class C
