SALARY: 82,549.00 - 103,186.00 Salary USD
JOB SUMMARY:
This position, under general direction, is responsible for managing and directing the operation and maintenance of the City’s John Kubala (JK) Water Treatment Plant and assigned remote sites and/or Pierce-Burch Water Treatment Plant and assigned remote sites to ensure cost-effective use of the resources and compliance with state and federal regulations.
ESSENTIAL JOB FUNCTIONS :
1. Ability to manage and direct the operation and maintenance of the City’s Water Treatment Plant and assigned remote sites to ensure cost effective use of resources and compliance with state and federal regulations.
2. Ability to perform supervisory/administrative functions, including but not limited to: training, evaluating, scheduling staffing and job activities, timekeeping, disciplinary actions, hiring decisions, planning and overseeing work and optimization of plant processes, developing and managing maintenance section’s budget.
OTHER JOB FUNCTIONS :
3. Ability to coordinate capital project work; ability to coordinate security at water treatment plants and remote sites; ability to coordinate work efforts with multiple divisions/departments and outside agencies; ability to develop and oversee annual contracts.
4. Ability to oversee the section’s safety program; ability to maintain hazardous chemical Risk Management Plan; ability to maintain Emergency Response Plan; and, ability to review, ensure accuracy and certify required Texas Commission on Environmental Quality (TCEQ) monthly operating reports.
5. Ability to oversee the supervisory control and data acquisition (SCADA) system; ability to oversee the computerized maintenance system (Cartegraph).
6. Ability to respond to customer concerns and requests; ability to perform special projects and studies.
7. Ability to coordinate Treatment and remote site operations and maintenance with the other Water Treatment Manager.
8. Ability to manage all operations and maintenance sections during absences of the Assistant Director of Water Treatment.
MINIMUM QUALIFICATIONS:
Knowledge, Skills and Abilities Required :
- Knowledge of water treatment equipment and processes.
- Knowledge of EPA and TCEQ regulations and reporting requirements.
- Skill in analyzing energy trends to forecast usage for future needs.
- Skill in communicating both technical and non-technical ideas orally and in writing.
- Skill in establishing and maintaining effective working relationships with other City employees, local and state agencies, contractors, etc.
- Skill in technical problem analysis and solution.
- Skill in oral and written communication.
- Skill in preparing and delivering presentations and detailed technical reports.
- Skill in effective organization.
- Ability to plan, direct and evaluate the work of subordinates.
- Ability to receive detailed information through oral communication, and to make fine discriminations in sound.
- Ability to perform a variety of physical skills including, but not limited to seeing, carrying, typing and writing.
- Ability to operate a variety of office equipment including, but not limited to PC, telephone, pager, fax machine, typewriter, calculator and copier.
- Ability to operate a motorized vehicle.
- Ability to work in hazardous chemical conditions.
- Ability to be subject to fume/odor, chemical, mechanical and electrical hazards.
Qualifying Education and Experience :
The knowledge, skills, and abilities may be demonstrated by a Bachelor’s Degree in Chemistry, Biology, Engineering, Environmental Science, Business, or related field, plus four years of progressive experience in Water/Waste Treatment, or any equivalent combination of education and experience. Possession of a valid Texas Operator's License, Class C. Possession and maintenance of a Grade "A" Water Certification or ability to obtain in one year. (Due to this requirement, the probationary period for this position will be one year).
