Austin Water Operations & Maintenance Superintendent (Ullrich Water Treatment Plant)
Education and/or Equivalent Experience:
Graduation with a Bachelor’s degree from an accredited college or university in a related field, plus four (4) years of progressively responsible experience in the management and operation of industrial facilities related to the position, including three (3) years of progressively responsible experience in the management and operation of a water treatment plant, multi-zone water distribution system, wastewater treatment plant, or wastewater collection system, including two (2) years of experience which were in a supervisory or management capacity.
OR
Graduation from an accredited high school or equivalent, plus eight (8) years of progressively responsible experience in the management and operation of industrial facilities related to the position, including seven (7) years of progressively responsible experience in the management and operation of a water treatment plant, multi-zone distribution system, wastewater treatment plant, or wastewater collection system , including two (2) years of experience which were in a supervisory or management capacity.
Licenses or Certifications:
Water Treatment Plant Operations: TCEQ Class B Surface Water License or higher.
Water Distribution Systems Facility: TCEQ Class B Surface Water License, Class B Water Distribution License or Class B Groundwater License or higher.
Wastewater Treatment Plant Operations: TCEQ Class B Wastewater License or higher.
Wastewater Collection Systems Facility: TCEQ Class B Wastewater License or Class III Collections License or higher.
Notes to Applicants
The AW Operations & Maintenance Superintendent for Ulrich Water Treatment Plant will be responsible for the management, leadership, and oversight of a 167 MGD water treatment plant with four direct reports and 26 indirect reports. The person in this position will be responsible for maintaining a $12 million dollar budget of both operations and maintenance expenses. This position will oversee ongoing capital improvement projects at the treatment plant as well as creating and implementing other goals and strategic plans for the division.

Required Licensure:
The position requires a Class B Surface Water license from TCEQ (Texas Commission on Environmental Quality) upon hire. If the identified candidate is coming from outside of Texas, they must have an equivalent license or demonstrate the ability to obtain the appropriate license within six months.
Travel:
If you are selected for this position, and meet the Driver Safety Standards in the City of Austin Driver Safety Program, you may drive when necessary to multiple locations as part of your regular job duties. Otherwise, you are responsible for getting to and from these locations.
If you are selected to interview: Your skill level in some of the competency areas for this job will be assessed through skills testing with a required minimum passing score of 70% to be considered for the next step in the process.

Pay Range
$33.36 – $43.36
Hours
Monday – Friday, 7 am – 3:30 pm with some flexibility.
Other hours may be required to meet the needs of 24/7 utility operations.

Preferred Qualifications
Experience providing effective leadership to indirect and direct reports across multiple shifts in a 24-7 operation
Experience using performance measures to facilitate strategic planning and goal setting
Strong organizational skills and demonstrated experience in planning, organizing and working with frequent interruptions and changes in priorities and collaborating effectively with other departments or units within an organization to meet business objectives
Experience in construction, maintenance, and design of water treatment or distribution system facilities
Experience in business writing/editing and developing professional correspondence in a variety of formats
Experience with purchasing, contract management and/or contract monitoring
Experience using related software such as Microsoft Office Suite, GIS, computerized maintenance management systems, and financial programs (i.e. e-Capris, e-Combs, etc)
TCEQ Class A Water Operator license

Duties, Functions and Responsibilities
Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.
Interprets and reviews compliance with applicable policies, procedures, and regulations.
Monitors operational/mechanical expenditures. Evaluates bid proposals and recommends selection.
Coordinates facility activities with system requirements.
Coordinates operation/maintenance of treatment facilities, water distribution system, or wastewater collection system with engineers, other departments, contractors, State/Federal regulatory agencies, neighborhood associations, and citizens.
Manages site requirements (noise, environment, security). Manages safety programs, including inspections/reporting.
Manages regulatory requirements: EPA, TCEQ, Watershed Protection, and AFD.
Develops and recommends changes to operating procedures.
Analyzes and interprets data and prepares reports, including performance measures.
Prepares budget for facility.
Provides technical advice to internal and external customers. Researches and responds to management and citizen questions.
