Public Utilities Senior Manager

CLASS SUMMARY :
This is the third of seven levels in the Public Utilities Management series. Incumbents coordinate the activities of a water or wastewater treatment plant, or the day-to-day activities of an assigned gas, water, or wastewater utility division. Responsibilities may include supervising ten or more certified staff performing a variety of duties; preparing and monitoring an annual budget; ensuring compliance with regulatory authorities; responding to customer complaints; planning and coordinating construction and facility upgrade projects; projecting future utility needs; and performing the duties of the lower level.


PLEASE NOTE:
This position is for the Senior Manager for the new North Clarksville Water Treatment Plant. The candidate selected will be training temporarily at the South Clarksville Water Treatment Plant to take over management of the new plant upon completion of construction. The candidate selected will also assist in the oversight of the construction of the plant and train new staff members.
 Example of Duties:

TYPICAL CLASS ESSENTIAL DUTIES (These duties are a representative sample; position assignments will vary.)

  1. Manages staff to include: prioritizing and assigning work; conducting performance evaluations; ensuring staff are trained; ensuring that employees follow policies and procedures; maintaining a healthy and safe working environment; and making hiring, termination, and disciplinary recommendations.
  2. Manages the day-to-day operations of an assigned area of responsibility, which includes: planning and coordinating projects and processes; developing and coordinating work plans; inspecting in-progress and completed work to ensure conformance with established standards; and monitoring compliance with applicable Federal, State, and local laws, regulations, codes, and/or standards.
  3. Reviews utility needs; prepares plans for future utility upgrades and related projects; coordinates construction and repair projects.
  4. Responds to a variety of customer inquiries and complaints; resolves complex situations.
  5. Prepares, reviews, and approves a variety of operational records, reports, and plans.
  6. Prepares and monitors an annual budget; forecasts staffing, equipment, and material expenses; monitors and controls expenditures; submits budget recommendations.
  7. Performs other duties of a similar nature or level.

     

 Typical Qualifications:

TRAINING AND EXPERIENCE  (positions in this class typically require):
High School Diploma or equivalent (G.E.D.), one year of specialized training in area of assignment, and ten years related experience, including five years supervisory experience; or, an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above.

PHYSICAL REQUIREMENTS :
Positions in this class typically require: reaching, standing, walking, fingering, grasping, feeling, talking, hearing, seeing, and repetitive motions.

Medium Work: Exerting up to 50 pounds of force occasionally and/or up to 20 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects.

Incumbents may be subjected to electrical currents, extreme temperatures, inadequate lighting, work space restrictions, and travel.
