Overview

The Superintendent-Water Utility Administration manages, oversees, and provides oversight for the preparation and implementation of the annual capital budget for the department.

Essential Functions

1 Manages, coordinates, and monitors the development and implementation of the Operating Budget for the Dallas Water Utilities; ensures division and departments remain under budget and tracks expenses and revenues.

2 Identifies needed areas of change and makes recommendations to improve operations; monitors and manages accounting and funding administration; produces monthly, weekly, and annual reports.

3 Works in conjunction with the DWU executive team and Division Managers during with the development of the biennial budgets; oversees the planning, development,
and operation of the Budget development process.

4 Reviews and evaluates plans; engages with engineers on current and future projects and designs; provides information and answers questions from the public.

5 Plans, assigns, delegates, and manages the work of subordinate staff; manages activities of the operating budget staff, manages work quality and accuracy, delivers performance feedback, and oversees payroll activities.

6 Establishes short-, mid- and long-term goals and objectives; develops and approves schedules, priorities, and standards for achieving goals; and directs evaluation activities.

7 Oversees DWU's cost of service studies for rate setting and development of wholesale and retail rates for all services provided; provides financial forecasting based on current rates, operating costs, and capital expenses; makes revenue projections and tracks key performance metrics.

8 Organizes, directs, and supervises activities related to establishing procedures, policies, goals for
recording and receiving the financial transactions and utility billing; oversees the handling and processing of customer payments in person over the phone, online, and by mail; works to improve cash flow, reduce receivables, and to monitor and negotiate the collection of overdue accounts.

9 Provides extensive administrative expertise and operational management to ensure the effective processing of large amounts of payments, management of billing and funding accounts, and general budget development, implementation, and tracking for the DWU.

10 Performs any and all other work as needed or assigned.

Knowledge and Skills

1 Knowledge of Utility policy, procedure, and standards.

2 Knowledge of billing, rates, auditing, management, and accounting.

3 Ability to manage billing activities and large scale transactions.

4 Ability to establish and obtain operating goals and objectives for unit.

5 Ability to devise solutions to administrative problems and to plan, assigns, and/or supervises the work of others.

6 Ability to develop and evaluate administrative polices and procedures.

7 Ability to disseminate information through the preparation concise reports.

8 Ability to supervise and manage a staff, assign work, and give performance feedback.

9 Ability to develop and administer a budget.

10 Communicating effectively verbally and in writing.

11 Establishing and maintaining effective working relationships.

MINIMUM QUALIFICATIONS

EDUCATION: 

Bachelor’s degree in any field.

EXPERIENCE:

Seven (7) years of experience in budgeting, accounting, financial analysis, revenue collections and/or program administration (e.g. management system, communication, and/or administration).

AND

Two (2) years of supervisory/management experience. (Experience may be obtained concurrently.)


EQUIVALENCYIES: 

High school diploma or GED plus eleven (11) years of the required experience including two (2) years of the stated supervisory/management experience will meet the education and experience requirements.

An associate’s degree in any field plus nine (9) years of the required experience including two (2) years of the stated supervisory/management experience will meet the education and experience requirements. 

A master’s degree (or higher) in any field plus five (5) years of the required experience including two (2) years of the stated supervisory/management experience will meet the education and experience requirements.

Salary Range

$98,610.66 - $123,263.32

The salary listed on this job posting is the starting salary range; amount offered will depend upon qualifications.
