CITY ENGINEER – PUBLIC WORKS Position#: 320-029-02
POSITION SUMMARY
Grandview is a first-tier suburb of Kansas City, Missouri with a population of 26,270 in 14.7 square miles. Nerdwallet has named Grandview one of the "Best Cities for Job Seekers," and is experiencing rapid redevelopment and development. We are looking for a Full-Time City Engineer to join our team and help us impact the future by developing useful, sustainable, and resilient infrastructure that supports the City’s growth and brings social and environmental justice to our community. Grandview is separated by an interstate highway, and work will begin this year to convert our access roads to two way, a $15 million project.
The City Engineer is responsible for carrying out the planning, design and construction of city-owned public improvements and managing various funds including: the engineering general fund budget for capital improvement projects; capital and transportation sales tax funds and federal-aid. The position also supervises the work of engineering department staff, and assists the Director of Public Works in managing the Public Works Department
Job Responsibilities (Include, but not limited to)
- Reviewing and preparing designs; managing construction of city and private-financed public improvement projects; reviewing building site plans, plats and subdivision agreements
- Preparing ordinances, resolutions and consent items for action by the Board of Aldermen and assist in preparing division budget; monitoring expenditures and preparing project cost estimates
- Prepare Requests for Bids for bids and contracts for city-financed capital improvement projects; preparing Requests for Qualifications and Requests for Proposals for professional consulting services
- Manage acquiring right-of-way and/or easements for projects in accord with federal and state requirements
- Prepare reports verifying compliance with EPA or DNR underground storage tank regulations
- Monitor the inventory, upkeep and installation of streetlights by utility companies; keeping records and providing information concerning floodplain management to appropriate agencies
- Review information concerning flow and bills from the Little Blue Valley Sewer District; providing Little Blue Valley Sewer District and the City of Kansas City with information necessary to comply with EPA and DNR industrial pretreatment requirements
- Assist in managing Winter Storm operations and other emergencies
- Prepare and complete variety of required reports, inspections and documentation including deeds, Requests for Board Action , contracts, drawings and specifications
- Schedule and attend meetings, perform studies and research, and act as secretary for the Citizens Advisory Committee on Transportation
- Supervise the work of engineering inspectors; plan, assign and review work; act on employee problems and concerns; approve leave and evaluate performance; make recommendations concerning hiring and discipline
- Oversee operation of the Public Works Department in the absence of the Public Works Director
- All other duties as assigned
Minimum Qualifications
Required : Bachelor's degree in Civil Engineering with five years of related experience or any combination of education and full-time work experience that provides equivalent knowledge, skills and abilities. Missouri Registered Professional Engineer license, or ability to obtain through reciprocity within 90 days. Excellent people handling skills and proven track-record in successful, positive dealings with residents, property-owners, developers and state and federal officials. Should have necessary training to act as person in responsible charge for MoDOT local government projects. Possession of a valid Missouri driver's license. Desired: Master's degree in Civil Engineering or Public Administration preferred. Experience at the local government level, especially with smaller, diverse communities. Additional credentials such as PTOE, PTP, ENV-SP and DBIA.
Physical Demands
Mobility to work in a standard office environment, use standard office equipment and attend off-site meetings. On an intermittent basis, sit at a desk for long periods of time; intermittently walk, stand, bend, squat, twist, and reach while performing office duties. Manual dexterity to use standard office equipment and supplies. Vision to read handwritten and printed material and a computer screen; hearing and speech to communicate in person and by telephone; ability to lift and carry items weighing up to 25 pounds such as files, manuals, or equipment.
PAY
$ 67,640 - $101,459 annually depending on qualifications. Grandview has an excellent benefits package including L6 LAGERS pension plan, Blue KC Health plan, Dental and Vision, Deferred Compensation and generous paid time off benefits.
