Description
The Senior Water Treatment Operator position leads a group of journeymen level water treatment operators in the City’s Water Production section.
The City of Redlands water system is classified as a T5 & D5 water system. The Water Production section is responsible for operating and maintaining all water supply operations. The Water Production section operates (2) 14.5 MGD conventional surface water treatment plants, (22) potable wells, (44) booster pumps and (18) reservoirs connecting over 450 miles of distribution piping. The water system service area consists of the City of Redlands, Mentone and parts of Loma Linda and San Bernardino.
The City of Redlands water system is also supported by an internal joint utility ELAP certified laboratory located within the City’s Wastewater Division. The Water Production section relies on this resource to process the majority of its routine sampling while also utilizing third party contract laboratories.
The Water Production section operates on an 8 hour shift schedule with a rotating weekend shift schedule. When the section is fully staffed the Sr. Water Treatment Operator position may rotate to a Monday thru Friday schedule.
Under direction, performs a variety of skilled technical duties in the operation and maintenance of the City's water treatment plants, water production facilities, and reservoirs. Exercises technical and functional leadership over lower level staff.
Examples of Duties
The duties and responsibilities listed below are intended to provide a representative list of the various types of work that may be performed. Specifications are not intended to reflect all duties performed within the job class, and incumbents may expect to perform other related similar duties:
- Operates and monitors water treatment plant facilities and distribution system;,
- Collects samples and uses laboratory test equipment to ensure water is safe for human consumption as required by the State Water Resources Control Board and regulatory issued permits, USEPA regulations and State and Federal laws;
- Manages data collection and database records
- Observes variations in plant functions and operating conditions and regulates flow and pressure through the use of Supervisory Control and Data Acquisition (SCADA);
- Monitors charts, graphs, meters, instrument gauges, and electronic systems;
- Interprets changing process needs from laboratory results, chemical dose calculations, and observations;
- Makes adjustments to plant flow rates, chemical dosages, and process functions;
- Receives and transfers chemicals and hazardous materials;,
- Changes out 1-ton chlorine cylinders and deliveries sodium hypochlorite to remote sites;
- Operates water production facilities to maintain reservoir storage capacity;
- Tests and adjusts chlorine equipment to maintain and ensure proper residual, tabulate flow readings, assess overall well site(s);
- Measures and records water table information at well sites;
- Assesses overall appearance of facilities and equipment and notes any deficiency;
- Informs supervisor and coworkers of present and potential problems and hazards;
- Makes recommendations of operational changes to enhance production efficiency and function;
- Monitors treatment equipment performance, including Ion Exchange and blending facilities, to ensure compliance to State and Federal laws, rules, permit requirements and regulations;
- Conducts tours of treatment facilities;
- Performs minor, and assists in major, plant equipment maintenance;
- Performs a variety of custodial duties to ensure treatment plant and associated facilities are maintained in a clean, orderly, and safe condition, both inside and outside;
- Assists with training and orientation of new personnel and provides leadership to lower level staff in the safe and efficient performance of their duties;
- Assists with work flow planning and scheduling;
- Assigns and monitors tasks;
- Participates and provides input into employee performance records and evaluations; and
- Performs related duties and responsibilities as assigned.
Qualifications
Experience:
- Five years of water utility experience performing maintenance and routine operation duties in a water treatment plant.
Education:
- Equivalent to a high school diploma;
- Additional college level course work in chemistry, biology, or a related field is desirable.
Licenses and Certificates:
- Possession and maintenance of an appropriate, valid driver's license.
- Possession of a Grade T4 Water Treatment Operator Certificate issued by the California State Water Resources Control Board. Possession of a Grade T5 Water Treatment Operator Certificate issued by the California State Water Resources Control Board is desirable.
- Possession of a Grade D3 Water Distribution Operator Certificate issued by the California State Water Resources Control Board. Possession of a Grade D4 Water Distribution Operator Certificate issued by the California State Water Resources Control Board is desirable.
Special Requirements:
Essential functions and duties require the following physical abilities and work environment:
- Ability to sit, stand, walk, kneel, crouch, stoop, squat, crawl, twist, climb, and lift up to 100 lbs.;
- Exposure to heat, noise, outdoors, vibration, confining work space, chemicals, explosive materials, mechanical hazards, electrical hazards, and traffic hazards; Ability to distinguish color and wear protective apparel;
- Ability to travel to different sites and location.
- Shift and weekend work is required. Must be able available for on-call duty.
