ASSISTANT DIRECTOR, PUBLIC WORKS

PRIMARY FUNCTIONS
Under general supervision, manages and directs the day-to-day operations and capital planning of the Department of Public Works; and performs related duties as assigned.
PRINCIPAL RESPONSIBILITIES
The following duties have been provided as examples of the essential types of work performed by positions within this job classification. Management reserves the right to add, modify, change or rescind work assignments as needed.
- Plans, prioritizes and directs overall public works functions for the City, including policies and procedures, to advance the Departments goals and objectives and developing and administering the Departments annual budget.
- Provides oversight and direction to capital improvement projects in Public Works and other City Departments as assigned by the Department Director.
- Provides support, direction and coaching to subordinate employees in the areas of hiring, training, disciplinary action, problem resolution, planning, and work delegation. Assigns, schedules, guides and monitors work. Enforces personnel rules and regulations and work behavior standards firmly and impartially.
- Administers contractual services agreements, monitors and reports on contractor performance, recommends enhancement or revisions and prepares bid specifications.
- Prepares and monitors annual operating and capital improvement budget reviews and approves purchases; prepares periodic or ad hoc reports as required.
- Acts on behalf of the Director or other Public Works managers to ensure continuity of operations during absences or emergencies.
- Represents Public Works in meetings with other departments, government or regulatory agencies and the public.
- Supports and actively promotes the City's safety programs.
KNOWLEDGE, ABILITIES AND SKILLS
Managerial/technical/professional :
- Considerable knowledge of federal, state and local laws, regulations, rules and ordinances applicable to public works operations.
- Considerable knowledge of the principles, practices and procedures of public works construction and maintenance, quality/ performance measurement techniques, budgeting, fiscal administration, property and inventory control procedures, management and long-range planning policies, practices and procedures.
- Knowledge of the proper operation of streets, storm sewer and traffic maintenance tools and equipment, preventative maintenance practices, occupational hazards and safety practices applicable to public works maintenance operations.
- Knowledge of computer hardware and Microsoft office software applications.
- Ability to plan, organize, prioritize, assign and coordinate manpower and projects.
Problem Solving :
- Ability to analyze information of considerable difficulty and draw valid conclusions.
- Ability to research, evaluate, and apply new methods and techniques for operational improvements.
- Ability to resolve day-to-day questions/problems regarding equipment, materials, methods, and procedures needed to complete projects.
Human Resource Management :
- Knowledge of supervisory techniques, and pertinent federal, state and local human resource management rules including the collective bargaining agreement.
- Ability to create, plan and implement goals, objectives and practices for effective, efficient and cost effective management of allocated resources, and manage multiple projects, duties and assignments.
- Ability to interpret and enforce personnel rules and regulations and work behavior standards firmly and impartially.
- Ability to identify and resolve staff differences, conflicts and deficiencies; to counsel, motivate and maintain harmony in the workplace.
Communication :
- Ability to apply appropriate public relations techniques as situations warrant and in forming cooperative relationships with others who do not have a direct reporting relationship.
- Ability to establish and maintain effective working relationships with other municipal and regulatory agencies, officials, supervisors, co-workers, employees, and the general public.
- Ability to express ideas clearly when providing oral and written reports and recommendations on administrative, financial, and technical issues.
OTHER JOB CHARACTERISTICS:
- On-call twenty-four (24) hours for emergencies.
- May work extended hours including nights and weekends as a manager reporting to the Director.
- Work is primarily performed in an office environment with exposure to extreme weather conditions, hazardous chemicals, dangerous machinery and potential physical harm while performing field inspections.
EDUCATION, EXPERIENCE, LICENSES, CERTIFICATIONS
Education/Experience : Bachelor's degree in Business Administration, Engineering or a related field and five (5) years experience in supervising public works maintenance operations; or an equivalent combination of training and experience. Registration as a Professional Engineer in the State of Florida may substitute for one (1) year of the required experience.
Licenses/Certification : Possession of a valid Florida Driver's License.
