We are looking for someone to join Team Yuma as a Senior Instrumentation & Control Technician, working with the Department of Utilities. The ideal candidate Exercises limited supervisory duties while managing and executing advanced-level tasks involving the operation and maintenance of the City's Utilities Department SCADA (Supervisory Control and Data Acquisition) systems.
Under general supervision, this job classification installs, maintains, replaces, repairs, and calibrates SCADA (Supervisory Control and Data Acquisition) process control components and system instrumentation for the City of Yuma's Utilities Department. The Senior Instrumentation & Control Technician has limited supervisory responsibilities of the Instrumentation & Control Technicians and Technician Assistants, is responsible for more complex and technical work situations/projects, and has the independence to decide which and how assigned duties are performed.

Essential duties and responsibilities may include, but are not limited to, the following:
- Installs, maintains, replaces, repairs, and calibrates process control components and system instrumentation for the SCADA systems for both Water and Wastewater (W/WW) treatment plants.
- Performs maintenance activities within scope of authority, and in accordance with state regulations and City policy; notifies supervisors of repair problems beyond the scope of authority and training.
- Assigns the Computerized Maintenance Management System (CMMS) service requests and/or work orders to Instrumentation and Control Technicians.
- Examines equipment malfunctions, and troubleshoots actual and potential problems; examines components to be repaired, and determines the proper repair techniques; studies schematics, repairs and replaces faulty components, and tests system to verify proper functionality.
- Troubleshoots control system errors and malfunctions, and electronic and variable frequency drives.
- Handles the day-to-day scheduling of employee breaks, work periods, and coverage of work assignments.
- Provides training to new and current employees.
- Reads and interprets diagrams, schematics and blueprints; works with electrical systems ranging from 4--20mA to 480 volts.
- Utilizes proper safety precautions in all work performed; reports safety hazards and equipment problems.
- Maintains SCADA system database; documents repair and maintenance work performed; updates daily log of activities and parts inventory.
- Assists with the planning and development of upgrades to the existing SCADA control system.
- Evaluates and analyzes operational procedures and existing electronic equipment; assists in developing recommendations to maximize the effectiveness of the SCADA system.
- Supports the relationship between the City and the general public by demonstrating courteous and cooperative behavior when interacting with citizens, visitors, and City staff; promotes the City goals and priorities, vision, values and the “Yuma Way”, and complies with all City policies and procedures.
- Maintains absolute confidentiality of work ¬related issues and City information; performs other duties as required or assigned.
MINIMUM QUALIFICATIONS
Education, Training and Experience Guidelines
High School Diploma or GED equivalent; AND four years' experience in the installation, maintenance, repair and calibration of electronic control systems, industrial instrumentation equipment, and precision mechanical devices; OR an equivalent combination of education, training and experience. Working knowledge of Rockwell SCADA software is highly preferred.
Knowledge of:
- City policies and procedures.
- State and Federal rules and regulations controlling maintenance of W/WW treatment facilities.
- Federal and state safety rules and regulations and emergency response procedures in W/WW utility plant environments.
- Methods and procedures for installation, maintenance, and repair of electronic controls and devices.
- Capabilities of networked computer systems and peripheral devices in a Windows OS environment.
- Safe work practices, occupational hazards and safety precautions in a W/WW utility plant.
Skill in:
- Analyzing technical issues, evaluating alternatives, and making recommendations based on findings.
- Reading and interpreting technical manuals, instructions, blueprints, sketches, and diagrams for electrical and electronic equipment and instruments.
- Testing, diagnosing, repairing and maintaining electronic and electrical equipment and instruments.
- Delegating tasks and coaching to improve staff performance.
- Following safe work practices, and verbal and written instructions.
- Establishing and maintaining cooperative working relationships with co¬workers.
- Operating a personal computer utilizing standard and specialized software.
