Role Purpose

The Flood Risk Analysis team produce, manage and provide all of the flood risk mapping and modelling evidence that underpins NRWs Flood Risk managemnt work. This includes production and update of the national scale FRAW (Flood Risk Assessment Wales) maps, the new FMfP (Flood Map for Planning) - launching soon that shows flood risk areas including allowances for climate change, together with more detailed studies at a community scale which feed into our risk reduction/improvement work.

 

This role will be specifically working on the national scale FRAW & FMfP maps and their ongoing updates and improvement. Each of the maps will be updated twice yearly where better information is available, so you will be planning a programme of improvement work linking into the wider modelling programme across the team, liaising with national colleagues to manage and undertake the update production process’s, dealing with external queries and challenges to the mapped outlines and undertaking 2D hydraulic modelling work to refine the existing flood outlines.

 

You will be working in a team of similar experienced technical staff, delivering a consistent service across North & Mid Wales and also involved in NRWs emergency Response to flooding as a CAT 1 Responder.

 

We are seeking to recruit someone with recent relevant experience including:

A comprehensive understanding of flood risk mapping and modelling;
Good knowledge of 2D flood modelling techniques and ability to undertake 2D model build projects;
Good knowledge of GIS including ability to edit, query and manage large datasets (primarily using ArcGIS and QGIS);
Good working knowledge of programming such as Python and database systems such as Postgres or similar.
 

The ideal candidate will be able to interpret, review and assess the suitability of complex flood risk data (including modelling outputs for both fluvial and tidal) to inform changes to our flood maps, whilst being able to interpret revelevant developments, guidance and legislation in this field to advise on implications for team work programmes and plans.

 

As the area lead on the management of NRWs public facing flood risk mapping products it is essential the successful candidate will be able to deal with workload in a timely and proportionate way to ensure the best possible information is published. This will include exercising good judgement and willingness to be held to account for decisions, actions and choices made. The production of the externally facing flood mapping products is not done in isolation. As a key contributor to this collaborative process, the post holder will build strong working relationships with colleagues in NRW, both locally and nationally,  to ensure timely and proportional management of these flood mapping products.

 

Occasionally the post holder will have interaction with customers querying the published flood maps so good communication skills, both verbal and written, are essential. This may include dealing with complaints regarding flood mapping products so tact, diplomacy and the ability to deal sensitively with people or issues is important.

 

Qualifications and Skills

Relevant qualifications - educated to degree level or equivalent in a scientific or engineering subject.
Good project and budget management knowledge with experience in delivering projects.
Experience in 1D/2D fluvial or coastal modelling (e.g. Experience in ISIS, TuFLOW, Flood modeller Pro, Infoworks, MIKE etc).
Excellent knowledge & experience of GIS systems and mapping (ARCGIS or MAPINFO).
Excellent knowledge of data management and management of large / complex data sets.
Excellent communication and analytical skills. Ability to communicate complex issues to a broad audience.
Good report writing skills.
Must have full UK driving licence.
