We have 4 vacancies in the two Environment teams of the South Central area of NRW. The teams have a wide range of responsibilities such as water quality, water resources, agriculture, fisheries, conservation and biodiversity. We are particularly interested in a fisheries background for one of the vacancies and for experience in biodiversity for another. The lasts two vacancies will focus on the other areas of the team’s work including environmental regulation and incident investigations. We are looking for an enthusiastic and professional officer who can work at a fast pace, often to tight deadlines and who is able to effectively prioritise their workload to deliver more for the environment. Role Description | |
Job Purpose: | Sustainable Management of Natural Resources (SMNR) – our Organisations’ purpose - lies at the heart of everything we do. Everyone in NRW has a role to play in achieving SMNR and within that NRW’s role in ensuring ecosystems resilience underpins wider wellbeing in Wales. The post holder will play a defined role to achieve sustainable management of natural resources SMNR through the delivery of the multi-functional team remit at place. Post holders will contribute specific technical expertise to the team in at least one of the following areas of work; Environment Management work including incident management, regulation and compliance linked to Water Resources, Land or Water Quality. Implementation of regulatory and supporting partnership solutions and projects that deliver environmental outcomes on the ground, including Water Framework Directive. Protected Sites Management. Direct regulation through assenting and consenting of activities, and securing effective pro-active management through advice, guidance and developing management agreements and partnerships. Delivering either NRWs Biodiversity or Fisheries remit, strategy and priorities through provision of internal advice to other teams, functions or Directorates, as well as direct or partnership delivery of projects and mitigation schemes that protect or improve the environment. |
Key Job Accountabilities: | Work with a wide range of internal and external customers including permit holders, landowners, businesses, public bodies, recreation groups, volunteers and third sector organisations to enable others to achieve SMNR. Establish, maintain and advise partners to support the development of partnership projects and plans through from concepts to implementation. These projects will deliver outcomes aligned with place priorities. Assess compliance with relevant legislation, permit or consent conditions. Where non-compliance is identified, determine and implement the most appropriate intervention option to ensure a return to compliance as quickly as possible. Take appropriate actions to collect evidence for enforcement purposes, in accordance with defined procedures. Draft valid consents and assents for operations affecting protected sites. For all work areas produce required advice, investigations, documentation and reports to agreed quality standards to support operational and management decisions, protected site notification, public enquiries, court cases etc so that information, evidence and NRW interests are accurately and effectively presented. Within your area of expertise, provide professional local advice and responses to consultations from planning and permitting teams. Maintain working relationships with these teams through regular liaison. Monitor progress of work, which may include interpretation of data, contractor management, project delivery or compliance with management agreements or statutory legal notices. Identify and support any remedial actions to ensure outcome delivery. Play a role in a resilient NRW Incident Management Service that follows NRW process to ensure effective, timely and safe response to incidents. |
Key Job Qualifications or Knowledge: | A good working knowledge of environment management, agriculture, fisheries, conservation or biodiversity, with focused experience in one of these distinct areas of the team remit. An understanding of how these multi-functional teams can contribute to the sustainable management of natural resources, Ensure continuing professional and personal development, expertise and competence through formal and informal learning and certification. Strong and effective self-management and organisational skills. The ability to influence, negotiate and gain cooperation of others. Experience of dealing successfully with difficult people / situations is important. The ability to use specialised IT systems, such as GIS or NRW customised applications. Able to work well as part of a team. Hold a current full UK valid licence to drive NRW fleet vehicles (cars and vans) . |
What you will do
You will provide expertise to a defined area or function undertaking a range of work that supports regulation and environmental responsibilities of NRW.
You may be involved in work relating to incident response.
You will refer to procedure manuals, relevant statutory codes and legislation in undertaking the work, undertaking analysis and interpreting requirements as necessary.
You will process and analyse non-routine information that has an element of complexity and will be of a technical nature.
You will undertake work within a discrete area although the work has the potential, if carried out incorrectly, to impact across other subject areas and third parties.
You will provide guidance to less experienced colleagues in the resolution of problems
You will have oversight of contractors and the associated costs.
You will determine how best to achieve results by applying technical judgment and creativity, altering priorities if there are conflicting demands.
You will be responsible for the safe use and keeping of tools and equipment required to undertake your role.

You will supervise others in specific activities or pieces of work.
You will work with a range of people across NRW functions, together with external parties.
Where you will be working
Your role will be primarily office based but may entail travel between different NRW locations, as well as working at partner organisations and other premises.
You will also work outdoors at different sites and may be exposed to unpleasant conditions from time to time.
What knowledge and skills you need
You will have a degree level qualification in a relevant subject area or the equivalent level of knowledge.
You will have subject matter expertise within a defined area that enables you to provide guidance to others.
You may not be a subject matter expert in all areas but will have a sound understanding and appreciation of the work of the wider function.
You will have good literacy, numeracy and communication skills including well developed customer facing skills.
You will have analytical skills that enables you to process and analyse technical information.
You will have good inter-personal and influencing skills and able develop and sustain good working relationships.
You will, ideally, have previous supervisory experience.
