Provides strategic leadership by planning, directing, coordinating, and supervising staff responsible for the operation and maintenance of two large water treatment facilities, including day-to-day operations emphasizing optimum process performance, and utility-wide electrical maintenance, HVAC maintenance, and energy management programs. Reports directly to the Deputy General Manager.
Examples of Duties
- Through department Managers and Supervisors, plans, directs, coordinates, and supervises the work of plant engineers and operations and maintenance staff engaged in the production and treatment of water at two large water treatment facilities.
- Through Electrical Engineers, directs electrical and HVAC maintenance for the entire utility.
- Through Energy Manager, oversees the utility-wide energy management program.
- Works closely with the Manager, Water Quality Laboratory and Compliance and the laboratory staff relative to treatment plant process control and monitoring to optimize finished water quality at the treatment plants and in the distribution system.
- Participates in developing plans for treating water economically, for new equipment installations, and plant expansions.
- Ensures proper asset management practices utilizing preventive, predictive, and condition-based maintenance.
- Collaborates with other divisions on electrical, HVAC, and energy management projects in their areas of responsibility.
- Assists in formulating long-range programs for adjusting to operational revisions required by regulatory agencies for water treatment facilities.
- Determines divisional policies and procedures within Fairfax Water policy.
- Prepares division budget and appropriation requests for projects.
- Supervises and participates in the recruitment, placement, and evaluation of division personnel.
- Serves as division point of contact for wholesale customers and coordinates and communicates as required.
- Attends meetings of the Washington Aqueduct wholesale customer board or committees and regional water supply meetings representing Fairfax Water as needed.
- Prepares or directs the preparation of studies and reports by division personnel or consultants for equipment, facility and systems maintenance, improvements, and replacements.
- Performs other duties as assigned or required.
Typical Qualifications
- Bachelor’s degree in engineering, natural or physical science, or closely related field and ten years of progressively responsible experience in the operation and maintenance of a water treatment facility to include staff development and supervision, or any equivalent combination of education, experience, and knowledge. Master’s degree is preferred.
- Extensive knowledge of the principles and practices used in the operation and maintenance of modern surface water treatment plants and pumping stations.
- Demonstrated skills in the analysis and evaluation of water treatment plant operations with a view toward safe, efficient, and economical operations.
- Demonstrated ability to effectively lead and manage a large and diverse group of technical and operational staff.
- Demonstrated ability to effectively interact and collaborate with other members of a senior leadership team, governing Board, internal and external customers, consultants, contractors, and regulators.
- Demonstrated ability to manage multiple competing priorities.
- Demonstrated ability to exercise independent judgment and develop effective courses of action.
- Thorough knowledge of the United States Environmental Protection Agency's and the Commonwealth of Virginia Department of Health's current regulations pertaining to water treatment and distribution.
- Excellent oral and written communications skills.
- In-depth understanding of asset management practices and condition-based maintenance.
- Advanced knowledge of Microsoft Office. Experience with ArcGIS, SAP, supervisory control and data acquisition (SCADA) systems, and reporting and data presentation software is preferred.
- Licensed as a Professional Engineer is preferred.
- Licensed as a Class 1 Waterworks Operator by the Commonwealth of Virginia is preferred.
Possession of a valid driver’s license and good driving record.
Ability to respond to emergencies on a twenty-four (24) hour per day schedule.
Must pass a controlled substance (drug) test for employment.
