The water that has already entered the city should stay in the city, not be discharged as soon as possible to an ever increasing polluted water course. Close the Cycle. When looking at alternative sources stop looking at traditional ground/surface bigger reservours, look at air/ humidity capture schemes that can yield local supply. We have to stop doing what we've always done, otherwise we will always get the same result.

I agree with you John, we need to innovate however, the investment capital is still the main challenge for many developing countries cities and yet water competes with many country's priorities!
